At a glance

  • Saudi authorities withheld 3,091,243 riyals, approximately Tk10.23 crore, citing medical treatment costs that were not covered by the pilgrims’ insurance. The deductions involved 310 privately managed pilgrims and 30 government-managed pilgrims.
  • Bangladesh’s Hajj Office verified the information, submitted documents and held several rounds of discussions with Saudi authorities. The full amount was credited to the office’s Nusuk account on October 29, Religious Affairs Minister Kazi Shah Mofazzal Houssain said.
  • The minister separately announced that Tk4.87 crore in surplus Hajj funds had been refunded to 4,341 pilgrims. That was a different refund involving unused funds, not the disputed medical deductions.

Context

This was not a routine return of unused Hajj money. Saudi authorities had deducted funds from Bangladesh’s Hajj-related accounts to cover medical expenses they said fell outside insurance coverage. The religious affairs minister said there had been no precedent for this type of deduction in Bangladesh’s previous Hajj seasons. Bangladesh challenged the deductions through official discussions and documentation. As a result, the full amount was returned.

Why It Matters

The deductions made Tk10.23 crore unavailable to Bangladesh’s Hajj administration and agencies. Recovering the money prevents the disputed charges from becoming a lasting financial loss and restores access to funds that would otherwise have remained withheld.

What We Think

The government’s diplomatic and administrative follow-through is a positive example of protecting financial interests and using the Hajj spending more efficiently. Recovering the full amount through documentation and dialogue demonstrates the value of actively reviewing disputed charges rather than leaving them unresolved.

Clearer agreements on medical coverage, responsibility for uninsured expenses and procedures for challenging deductions could reduce similar disputes in future Hajj seasons.
