At a glance

  • The Bangladesh Atomic Energy Regulatory Authority approved Unit 1’s entry into Stage C on October 29, following completion of the B-2 tests and other required activities.
  • Engineers will gradually increase reactor power while testing the reactor, turbine-generator, electrical equipment, control systems and safety systems under operating conditions.
  • Synchronising the generator with the national grid will be a key milestone. Further commissioning tests and regulatory requirements must be completed before the unit progresses towards pilot operation.
  • Unit 1 has a planned capacity of 1,200 megawatts. Rooppur’s two units together are designed to provide 2,400MW once fully operational not immediately following this approval.

Context

Rooppur Unit 1 began its first controlled fission reaction on October 11, according to project officials, before completing the tests needed for the next commissioning phase. The October 29 approval allows power start-up testing, bringing the plant closer to electricity generation. Entry into Stage C, connection to the grid and commercial operation remain separate milestones.

Why it matters

Bangladesh imports electricity from India while also struggling to use its own generation capacity because of fuel shortages. Bangladesh has demand of 18,500MW against potential supply of around 16,200MW. These are seasonal planning figures, not the current evening’s demand and supply. At full capacity, Rooppur’s first unit would equal roughly 6.5% of that projected demand; both units would equal about 13%.

What we think

This approval brings a long-awaited national project another step closer to operation. Clearly explaining the tests, safety checks and regulatory approvals could help address public concerns about nuclear power plants.

Financial transparency matters, too. The project has faced major corruption allegations involving the previous government. Publishing progress reports and independent audits would help build trust as the remaining work moves forward.
