At a glance

  • Polling is taking place from 8am to 4pm at 185 centres across Thakurgaon Sadar, Ruhia and Bhulli.
  • BNP candidate Mirza Faisal Amin voted at Thakurgaon Government Girls’ High School around 8am and expressed confidence in a decisive win.
  • Jamaat candidate Delwar Hossain voted at Hajipara Adarsha High School around 8:30am. He questioned whether the presiding officer’s ID card should have a photograph and asked election officials to investigate his concern about possible proxy voting.
  • The election office listed 515,853 registered voters, including 287 postal voters. Officials said law enforcement personnel were deployed at every centre, with reserve forces on standby.
  • Three other candidates are also contesting: Md Abdul Alim Nizami of Bangladesh Khelafat Andolan, Khademul Islam of Islami Andolan Bangladesh and Muhammad Omar Faruk of Bangladesh Congress.

Context

The seat became vacant after former MP Mirza Fakhrul Islam Alamgir was elected president. The by-election drew attention amid claims from the Jamaat-led 11-party alliance that the local administration was biased, voters were intimidated and campaign activities were attacked. The Election Commission said it was monitoring the situation and saw no cause for concern before polling began. However, these are allegations.

Why It Matters

Allegations of administrative bias before polling have already placed election officials’ impartiality under scrutiny. Moreover, Jamaat candidate Delawar Hossain’s complaint about a presiding officer’s photo-less ID also awaits an official response.

However, it does not, on its own, establish impersonation or fraudulent voting. Now, with CCTV cameras at all 185 polling centres give authorities a way to monitor the vote and review any complaints.

What We Think

It is too early to judge the election by allegations alone. At the same time, an explanation from the officials over how concerns were checked and whether any corrective action is needed, is important. That may provide a firmer basis for assessing the election than either assurances that everything is orderly or claims that an unresolved complaint proves misconduct. As the election proceeds, it is important to prioritize transparency throughout polling, counting and the announcement of results.
