At a glance

  • On 28 October, a Dhaka court ordered the seizure of CRI's income tax files up to the 2025–26 tax year following an application by the Anti-Corruption Commission (ACC).
  • According to the ACC, CRI trustee Nasrul Hamid secured a tax exemption in 2019 despite the organisation lacking mandatory registration with the Department of Social Services.
  • Senior officials, including the former finance minister and NBR leadership, approved the exemption through an administrative order that allegedly violated the Income Tax Ordinance.
  • The tax relief allowed CRI to avoid paying Tk 36.52 lakh in taxes between 2020 and 2023.
  • Financial records show CRI declared Tk 100.31 crore in income over a decade, but could not produce proper documentation for Tk 20.45 crore in expenditure.
  • Investigators uncovered a significant discrepancy: whilst CRI's accounts listed Tk 70.80 crore, bank balances showed only Tk 55.11 crore, leaving Tk 15.68 crore unaccounted for and allegedly embezzled.

Context

The Centre for Research and Information serves as the main research wing of the Awami League. Sajeeb Wazed Joy leads its board, Saima Wazed Putul serves as vice chairperson, and Radwan Mujib Siddiq Bobby is a trustee.

Under Bangladeshi law, non-profit entities are granted tax relief only when they meet specific legal prerequisites, including formal registration, which the ACC maintains CRI never held.

This latest court action follows formal charges brought by the commission in November 2025, which also examined whether state funds were improperly channelled into CRI accounts.

Why It Matters

This investigation brings two critical issues to light. First, it highlights how senior officials in the finance ministry and tax authorities may have granted special privileges to an unregistered entity using administrative orders.

Second, it raises serious questions about the handling of funds collected from 23 corporate donors. Although public attention focuses heavily on Joy and Putul due to their prominent leadership roles, the judicial process must ultimately establish whether individual leaders were directly involved in these financial decisions.

What We Think

If these allegations are proven in court, the case will expose how political influence was used to bypass established statutory rules. The findings also highlight the need to review similar tax exemptions granted during that period to determine whether systemic abuse took place.

Furthermore, authorities must clarify whether corporate contributions were made voluntarily or under political pressure. Until the court delivers its verdict, these remain allegations, and the public expects a thorough, evidence-based process alongside a fair hearing for all the accused.
