At a glance

  • A new policy has been issued to provide financial and welfare support to workers at religious institutions across the country.
  • Monthly honoraria, festival allowances, and skills-development training have been included for imams, muezzins, and khadims, as well as for workers at temples, Buddhist monasteries, and churches.
  • Tk1,100 crore has been allocated for the programme in FY2026–27, and around 2.56 lakh religious leaders and service workers are planned to receive the benefit during the current fiscal year.
  • It is being expanded from a 2025–26 pilot that covered 13,949 workers at 6,017 religious institutions.

Context

Financial support for religious workers was first introduced on a pilot basis earlier this year, when monthly honorariums were provided to selected imams, muezzins, khadims and religious leaders of other faiths. The programme was later expanded, with 86,709 religious institutions and 256,074 workers identified for coverage during FY2026–27.

The latest policy has now formalised the programme through a broader welfare policy. Monthly honorariums and festival allowances have been included alongside skills-development training, with support being extended across different religious communities.

Why It Matters

Religious institutions are part of everyday community life in Bangladesh, with Imams, priests, monks, and muezzins providing essential social support, education, and daily services across all faiths. Transitioning from sporadic grants, the new inclusive policy uses direct electronic bank transfers to supply these multi-faith workers with regular income support, fostering institutional formality and promoting religious harmony.

What We Think

Viewing the program as a social-security measure rather than a religious benefit establishes a unified welfare framework across diverse communities. By offering a predictable state allowance, the expansion delivers long-term financial stability to recipients while creating a lasting public-finance commitment. With Tk 1,100 crore allocated for FY2026–27 and coverage gradually expanding, the program's ultimate success hinges on sustained transparency and equitable distribution.
