At a glance

  • A 25-member National Committee on Climate Finance (NCCF) has been formed.
  • Prime Minister Tarique Rahman will serve as its chairperson.
  • Dr Md Saimum Parvez, the Prime Minister’s Special Assistant for Environment, Forest and Climate Change, has been appointed coordinator.
  • Environment Minister Abdul Awal Mintoo will be the vice-chairperson.
  • A separate 32-member implementation committee has also been formed.
  • The committees will oversee climate finance, carbon credits and carbon trading policies.
  • The national committee will meet at least twice a year, with additional meetings if needed.

Context

The Ministry of Environment, Forest and Climate Change issued a gazette notification on September 1 forming the new committee. It brings together senior officials from ministries and divisions dealing with areas including foreign affairs, finance, energy, agriculture, disaster management, commerce and water resources.

The committee will develop national policies and strategies for climate finance and carbon credits, including work related to Article 6 of the Paris Agreement, which provides a framework for international cooperation through carbon markets. A separate implementation committee will carry out the national committee’s decisions and coordinate their execution across government agencies.

Why It Matters

Bangladesh is highly exposed to climate risks but has limited resources to meet the cost of adaptation and recovery. A central system can make it easier for the government to coordinate access to international climate funds and manage carbon-market activities.

The involvement of multiple ministries also signals that climate finance is being treated as a broader economic and development issue rather than only an environmental one.

What We Think

The committee creates a stronger structure for managing climate finance. Now the only anticipation is to see how effectively it turns policy into actual funding, projects and benefits for climate-vulnerable communities.
